This panel convenes senior leaders from non-traditional federal health organizations, including agencies within the Department of Homeland Security (DHS), the Department of Commerce, the Indian Health Service (IHS), and other civilian entities, to examine their 2026 roadmaps for Electronic Health Records (EHRs) and health data modernization.

While much of the federal conversation centers on military and veteran health systems, a broader and less visible ecosystem exists across agencies whose missions intersect clinical care, public safety, workforce health, and national security. These organizations operate in environments ranging from correctional health and maritime operations to occupational health, emergency response, and remote or expeditionary settings.

This panel expands the aperture beyond traditional healthcare delivery to explore how agencies are evolving from standalone EHR systems to integrated, mission-centric health data ecosystems. Discussion will focus on interoperability across federal, state, and local partners, identity resolution for transient and hard-to-track populations, and the role of artificial intelligence in automating workflows, enhancing decision-making, and supporting frontline operations.

Panelists will also address the technical and operational challenges of delivering secure, real-time data exchange at the edge, where connectivity, security, and mission urgency must coexist.

Attendees will gain insight into the federal government’s “hidden health sector,” a rapidly advancing domain where health data is embedded directly into mission execution, and the opportunities for industry to deliver scalable, interoperable, and AI-enabled solutions that support these critical missions.
