Don Carter currently serves as a strategic advisor and counsel to the Deputy Chief Information Officer (DCIO) and Executive Director for the Office of Strategic Sourcing (OSS) in the Office of Information and Technology (OIT). As the Chief of Staff (COS), Director of Business Operations for OSS he manages the day-to-day responsibilities for priority projects and tasks by creating and maintaining cross-departmental relationships to enable leadership to succeed. Focuses on strategic partnering, expanding team’s bandwidth and resources, overseeing large or cross-functional organization wide projects or initiatives as directed by the DCIO, researching, benchmarking, analyzing data, and making recommendations as required. Responsible for strategic planning and leading hiring processes for OSS as well as its budget that provides acquisition category management, compliance, and vendor management to the Veteran Affairs (VA) in support of a $6.4 billion IT procurement budget that supports OIT employees and VA staff offices. Before his current position, he served in several director positions within OIT and OSS. Most recently as Director of Acquisition Compliance & Operations where he was instrumental in standing up the Office of Strategic Sourcing in 2019. Retired U.S. Army Lieutenant Colonel who served 30 years as both an enlisted and officer with 20 plus years of acquisition experience serving in various acquisition positions as an Army Acquisition Corp officer, board select program manager, Product Director at the Rapid Equipping Force (REF), Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certified in Program Management, Test and Evaluation, and Science & Technology Management.
