Tiffany Swygert serves as Acting Deputy Director in OIT, overseeing Infrastructure, Enterprise IT Platforms, Tools & Services, Medicare Applications & Systems Modernization, IT Communications, and the AI portfolio at CMS.
Over her 20+ year federal career at CMS, Tiffany has held numerous leadership roles. Most recently, she served as Deputy Director for the Office of Program Operations and Local Engagement, Innovation and Financial Management, leading Original Medicare administration at the regional level — protecting 60M+ beneficiaries, supporting 1.6M+ providers through oversight of Medicare Administrative Contractors, ACOs, and CMS innovation models, while ensuring fiscal integrity.
A champion for health IT modernization, Tiffany helped establish CMS's Technology, Coding and Pricing Group, where as Deputy Group Director she launched an online portal streamlining coding and payment reviews for new medical technologies. She also completed a one-year detail as Senior Advisor for Medicare at the White House Domestic Policy Council, shaping Medicare payment, telehealth, and health IT interoperability policy.
Tiffany is focused on advancing AI, advanced analytics, and interoperable platforms to enhance program integrity, beneficiary experience, and provider engagement across CMS.
She holds a B.A. in American Studies (Public Health emphasis) from University of California, Berkeley and an M.H.S. in Health Policy and Management, along with a certificate in Health Finance and Management, from Johns Hopkins Bloomberg School of Public Health.
