Andrew Jernell has over 35-years of Federal procurement, acquisition management,
and consulting experience. Over his career he has acquired jet fuel, intelligence
satellites & systems, and a wide range information technology systems and solutions
for Federal agencies. He has spent time at the U.S. Defense Logistics Agency, U.S.
National Reconnaissance Office, U.S. Postal Service, U.S. Department of
Education’s Federal Student Aid, and U.S. Coast Guard. He led the effort in
establishing the U.S. Coast Guard’s new Command, Control, Communication, and
Information Technology Service Center acquisition organization and was the Chief of
Contract Office. Served as the Contracting Officer and Deputy Program Manager for
Postal Service’s Retail Modernization Program. Was an acquisition consultant for
five-years at a leading Federally Funded and Research and Development Center.
Was a University of Virginia Adjunct Professor for 20-years within their Procurement
Management Certificate Program and assisted in establishing and taught in their
Project Management Certificate Program. He is current the Division Director for the
US Food and Drug Administration’s Division of Information Technology Acquisition.
His team is responsible for acquire all of FDA’s information technology products and
services. In FY22, his team executed approximately 1,100 actions valued at $735
million.
