Sonya Carrion serves as the Executive Director of Strategic Programs and Business Systems at the Department of Health and Human Services (HHS), Office of Acquisitions. In this role, she oversees HHS’ enterprise contract writing system, which supports approximately $25 billion in annual obligations across more than 72,000 contract actions. She leads a diverse portfolio that advances data analytics, ensures access to Integrated Award Environment systems, and drives enterprise acquisition initiatives. These initiatives span the government purchase card program, contract close-out and performance programs, industry engagement, category management, and innovation, all in support of HHS’ 11,000+ member acquisition workforce. She is also a recognized leader in IT acquisition, bringing modernization to mission-critical procurement programs and strengthening enterprise-wide efficiencies.
Sonya brings more than 25 years of federal service, primarily at the Department of Labor (DOL), where she held several senior leadership roles, including Deputy Senior Procurement Executive (DSPE). In this capacity, she oversaw DOL’s acquisition workforce and achieved record success in Category Management and Small Business performance. She also served as Head of the Contracting Activity, Director of Procurement Policy, and Director of the Office of Small and Disadvantaged Business Utilization, demonstrating her broad expertise in acquisition operations, procurement policy development, IT acquisition, and customer-focused process improvements. In these roles, she spearheaded modernization initiatives that strengthened mission-critical programs and advanced departmental efficiency.
Sonya holds a Bachelor of Arts in International Relations and Political Science from Trinity University in Washington, D.C. She began her public service as an intern with the Hispanic Association of Colleges and Universities (HACU) and as a participant in DOL’s Student Career Experience Program, experiences that sparked her passion for public service and laid the foundation for her leadership in federal acquisition.
