Ms. Naomi Escoffery is the Acting Deputy to the Deputy Assistant Director, Acquisition and Sustainment for the Assistant Director, Support at the Defense Health Agency. While in this role, Ms. Escoffery serves as the acquisition strategic manager, in support of the Component Acquisition Executive (CAE). Ms. Escoffery is DHA’s leading expert in customer and industry relations through the integration of Category Management. Ms. Escoffery leads the planning, development, and oversight of the Acquisition of Services strategy, fully implementing the DoDI 5000.74, to improve productivity and efficiency within the DHA. Ms. Escoffery was newly appointed by the DHA Director to serve as the Chief Accelerator Officer and Innovation Program Manager with a keen focus on modernizing the Military Health System (MHS) healthcare delivery model.
After initially supporting the TRICARE Management Activity as a contractor beginning in 2006, Ms. Escoffery became a government civilian in 2010 within the OASD (HA) health information technology program office responsible for the implementation and sustainment of clinical systems, including the Department of Defense’s electronic health record (EHR) systems. Her civilian experience within OASD (HA) includes serving as Product Manager for AHLTA and CHCS Critical Fixes and Support, and AHLTA Sustainment; managing EHR interoperability initiatives for the CAPT James A. Lovell Federal Health Care Center; leading DoD implementation of the Virtual Lifetime Electronic Record (VLER) to enable standardized nationwide electronic exchange of comprehensive health, administrative, and benefits information via a network of federal and private sector health care delivery partners; and effectively managing critical medical logistics and purchase care systems.
Ms. Escoffery recently served as the Business Operations Chief for the Assistance Director Healthcare Administration (ADHCA), where she created and implemented DHA’s first centralized business operations framework driving efficiencies across the ADHCA. Ms. Escoffery has an extensive program management background honed through multiple roles in various DoD health information technology program offices and managing EHR interoperability initiatives supporting electronic information exchange with the federal and private sector health care delivery partners.
Ms. Escoffery’s contributions to the MHS have been recognized by senior leaders through commendations including a 2009 Award of Excellence for her support to the Defense Health Information Management Systems program office and a 2016 Certificate of Appreciation for her support to the Solution Delivery Program Executive Office.
Originally from Phoenix, Arizona, Ms. Escoffery holds a Bachelor of Science in Molecular Bioscience and Biotechnology from Arizona State University and a Master of Science in National Resource Strategy from the National Defense University (NDU) Eisenhower School. She holds the following certifications: Senior Acquisitions; Program Management Professional®; Program Management Level III and Information Technology Level I Defense Acquisition Workforce Improvement Act (DAWA); and Information Technology Infrastructure Library Version III®.
