Mr. McCollum is a Policy Director in the Division of Acquisition and Cooperative (DACS) in the Budget, Finance, and Award Management (BFA) within the National Science Foundation (NSF). Mr. McCollum’s portfolio includes compliance; creating and implementing policy; managing the agency’s certifications, Purchase Card Program, and acquisition systems; as well as serving as the agency’s innovation advocate (AIA). Mr. McCollum also served as the Principal Advisor to the Chief Operating Officer (COO) (Acting) at NSF. In this role, he managed the agency’s fulltime employee (FTE) and Intergovernmental Personnel Act (IPA) allocations. Mr. McCollum also provided enterprise-wide solutions that sought to improve the effectiveness and efficiency of the business operations within NSF. Prior to serving at NSF, Mr. McCollum served as the Senior Contracting Officer at the Department of State (DOS), Diplomatic Security.
Mr. McCollum also served as the Strategic Program Manager in the Office of Government-wide Policy within the General Services Administration (GSA). Additionally, Mr. McCollum served as Shared Services Acquisition Lead for the Office of Shared Solutions and Performance Improvement (OSSPI).Previously, Mr. McCollum served as the Branch Chief in the Center for Information Technology (IT) Schedules Operations, Information Technology Category (ITC), Federal Acquisition Service (FAS).
Prior to joining GSA, Mr. McCollum served nine years in the United States Army Reserve, to include two tours in Iraq. Mr. McCollum is a 2019 Federal Computer Week (FCW) Fed100 award winner, a National Contract Management Association (NCMA) FELLOW and board member, past President of the NCMA DC Chapter, American Council for Technology/Industry Advisory Council (ACT/IAC) Partners Program FELLOW, Nominating Board Chair in the After School, All Star Program, DC.
Mr. McCollum has a master’s degree in project management from George Washington University and a bachelor’s degree in operations management, with a specialization in purchasing from The Ohio State University. Mr. McCollum has a number of acquisition certifications including: NCMA Certified Professional Contracts Manager (CPCM), Federal Acquisition Certification in Contracting (FAC-C) –Professional, Federal Acquisition Certification in Contracting Officer’s Representative (FAC-COR), and Federal Acquisition Certification in Program and Project Manager (FAC-P/PM) Level II Certified.
Mr. McCollum enjoys watching the Cleveland-area sports teams and the Ohio State University play, as well as hiking, traveling, and cigars.
