Mr. Avery Muse, Sr. currently serves as the Department of Health and Human Services, Executive Director, for the Office of IT Operations. He oversees a team of 300 geographically dispersed FTEs and contractors in this role, that serve as an accelerator to the productivity, connectivity, innovation, and execution of customers’ mission to enhance the health and well-being of all Americans.
Prior to joining HHS OCIO, Mr. Muse worked at the United States Capitol Police (USCP), where he was the Deputy Chief Information Officer (DCIO). At USCP, he was responsible for leading a team of 80 federal and contract staff, providing IT services and support to 2,700 USCP officers, employees, and contractors that safeguard the Members of Congress, employees, visitors, and Congressional buildings and grounds from disruption and terrorism. In this capacity, he ensured alignment of IT strategic direction with the Department’s strategic plan, established an IT portfolio management program, and spearheaded the modernization of legacy IT services to address capability gaps identified during the January 6th incident at the Capitol.
Mr. Muse also served five and a half years as the Chief, Service Delivery for the United States Marshals Service (USMS), where he led a team of ~250 geographically dispersed federal and contract staff, providing IT service delivery to over ~9,000 USMS employees at 500 CONUS locations and 8 international locations. In this position, he modernized legacy IT services by implementing cloud-based enterprise services, managed IT services, network optimization, and streamlined equipment lifecycle program. He instituted the IT Service Management processes and functions from the industry to improve enterprise operational efficiency.
Prior to joining the USMS, Mr. Muse served as the Defense Information Systems Agency (DISA) Europe, Plans and Programs Division Chief in Stuttgart, Germany. He oversaw DISA’s planning, system engineering, program development, evaluation, and technical integration activities for the European theater’s Command, Control, Communications, and Computer/Cyber (C4) systems and IT Infrastructure. He served as a member of the DoD CIO U.S. delegation to the NATO Consultation, Command and Control Board (C3B) at NATO Headquarters in Brussels, Belgium, addressing multinational information sharing and interoperability challenges. While working at DISA headquarters, Mr. Muse led the transformational effort to institutionalize and standardize an operational framework for the Agency’s multi-billion-dollar global enterprise. He also oversaw top-notch information technology service delivery to the Chairman of the Joint Chief’s of Staff, the Joint Staff, National Military Command Center (NMCC), Pakistan Afghanistan Coordination Cell (PACC), and the National Joint Operations and Intelligence Center (NJOIC).
Mr. Muse is a military veteran, who served in the U.S. Navy, as a Communications/Information Technology Specialist. His commitment to the mission and to driving solutions has been recognized with numerous awards including two Navy Achievement Medals, Defense Civilian Meritorious Service Medal, and DISA’s Director’s “Robert W. Hutten” award for strategic development excellence.
