Zecharia (Zack) Kahn serves as the Division Chief, IT Operations, and Senior Advisor to the Chief Information Officer at the U.S. Agency for International Development (USAID). In this role, he is responsible for the care and maintenance of all of USAID’s IT infrastructure and applications. The IT Operations Division ensures USAID’s information technology is available, secure and reliable 24/7 for approximately 14,000 network users across the world. In addition, Zack leads a number of Agency-wide initiatives, including IT policy work regarding the Federal IT Acquisition Reform Act (FITARA) and Section 889 procurement restrictions and waivers, asset management, data innovation, and digital strategy. During his tenure he has been pivotal in implementing new IT solutions at the Agency to improve customer service and enhance workforce productivity. Zack has been involved in a number of information technology projects and programs for USAID, including leading the Human Resources Line of Business systems implementation, developing cloud platform strategies, and writing IT Strategic Plans. Before joining USAID, Zack worked as a consultant with Booz Allen Hamilton, where he consulted with the Millennium Challenge Corporation, Department of State, and World Bank Group along with USAID. He also previously worked for the Office of Senator Jack Reed of Rhode Island. Zack has over 20 years of experience and holds a Masters of International Relations from Johns Hopkins University School of Advanced International Studies (SAIS).
