Paula Wagner is the Director of the Application Design and Delivery Office leading the State Department’s Enterprise Application Development, human centered design and Data Integration and Innovation, leveraging low code/no code development platforms, custom development, and legacy on-premise applications for State Bureaus as well as Embassies and Posts worldwide. Paula previously served as the Director of the Cloud Program Management Office delivering modernized cloud solutions to the Department of State. Paula previously served as the Systems Delivery Division Chief within the Office of Information Technology at U.S. Citizenship and Immigration Services, providing technical leadership, management oversight and coordination for over $160 million in SDD projects. Paula previously served as the U.S. Immigrations and Customs Enforcement Homeland Security Investigations (HSI) Branch Chief, responsible for oversight, support, and delivery of IT solutions and services that support the operational HSI mission. Paula began her federal career at the Department of Treasury where she began as a Budget Analyst and transitioned to an IT Specialist. Prior to joining federal service, Paula was a senior consultant at Booz Allen Hamilton. She holds a Degree in Information Technology from Longwood University, a Master of Science in Information and Telecommunication Systems and a Graduate Certificate in Information Security from Johns Hopkins University.
