Cindy M. Gripper is the Spartan Program Management Division Chief. In this role she manages one of ATF’s large multi-year information technology modernization initiatives to replace the aging case manage systems. The Spartan case management system will unify both the Industry Operations and Criminal Enforcement business areas, into a single technological solution.
With over 29 years of Federal Government service, Chief Gripper continues to build customer relationships and trust, as an Information Technology Professional. Chief Gripper is an expert in leading the delivery of information technology solutions that anticipate and meet mission needs because she empowers her teams to deliver customer-centered products, services, and support.
Early in her civilian career, Chief Gripper worked with the U.S. Army Recruiting Battalion in Public Affairs and Education Services and with the National Institutes of Health (NIH) in Human Resources, before transforming into an IT professional. Prior to accepting an appointment with ATF, Chief Gripper was a Senior IT Acquisitions Program Manager with the U.S. Immigrations and Customs Enforcement (ICE) supporting Homeland Security Investigations (HSI) where she was selected as the Acquisition Program Manager of the Year, in recognition of her outstanding leadership and skill in program planning, budget management, staff development, team communications, collaboration, reporting and acquisition compliance.
Chief Gripper is part of the Federal Treasury Executive Institute (TEI) Coaching Cadre where she holds clients accountable through positive professional support, when they need to exhibit grace in stressful professional settings or in their personal lives. She is dedicated to helping leaders create meaning in their own lives, which results in motivated employees, customer commitment and improved performance.
Chief Gripper is a proud veteran, of the United State Army Quartermaster Corp. She is also an American Council for Technology and Industry Advisory Council (ACT-IAC) Fellow, where she has served as the Government Chair for the Associates Leadership Development Program. Chief Gripper earned her bachelor’s degree in Business Management from the Ohio Dominican University and has a master’s degree in Business with a concentration in Human Capital Management, from Central Michigan University.
