Mr. Sean T. Ryan was selected as the Assistant Director of the FBI’s Operational Technology Division (OTD) in April 2026. Prior to his AD appointment, Mr. Ryan served as the Critical Incident Response Group’s (CIRG), Branch I, Deputy Assistant Director (DAD). In this role AD Ryan oversaw the Tactical, Counter-IED, and National Response & Coordination Sections of the division.
Mr. Ryan entered on duty as a Special Agent for the FBI in February 2004 and was first assigned to investigate counterterrorism and counterintelligence matters at the Washington Field Office (WFO). Mr. Ryan then transitioned to a public corruption squad that focused on corruption and government fraud in Washington, DC. As a member of WFO’s Evidence Response Team, Mr. Ryan deployed to Karachi, Pakistan, in March 2006 to support the bombing investigation at the United States Consulate. In March 2008, Mr. Ryan deployed to Islamabad, Pakistan, to support the investigation of a bombing which injured FBI personnel and killed a Turkish citizen.
In 2010, Mr. Ryan was promoted to Supervisory Special Agent (SSA) in the Counterterrorism Division (CTD) and served as a program manager in the International Terrorism Operations Section I (ITOS I) supporting the Los Angeles Field Office. Mr. Ryan also served in the Counterterrorism Undercover Unit.
Mr. Ryan joined the Dallas Field Office in 2012 as the white-collar crime SSA in the Fort Worth Resident Agency. In 2013, Mr. Ryan was asked to lead the Dallas Field Office’s Cyber Task Force which was responsible for criminal and national security computer intrusion investigations. As the Cyber Task Force SSA, Mr. Ryan served as the Cyber program coordinator and led the North Texas Chapter of InfraGard. Mr. Ryan was also a member of the Cyber Division's Assistant Director's Advisory Board.
In 2016, Mr. Ryan was promoted to CTD as the Unit Chief of CONUS I in ITOS I in support of the Albany, Boston, Buffalo, Newark, New Haven, and New York international terrorism programs. In 2018 he served as chief of staff for the CTD Assistant Director.
In January 2019, Mr. Ryan was selected as the Assistant Special Agent in Charge (ASAC) of the National Security Branch of the Jacksonville Field Office. In October 2022, Mr. Ryan assumed the role of ASAC of the Criminal and Administrative Branch for Jacksonville.
In October 2023, Mr. Ryan was selected as the Section Chief of CTD’s HUMINT Section and subsequently was selected as the Special Agent in Charge (SAC) of the Criminal/Cyber Division at the Washington Field Office in December of 2024.
Prior to joining the FBI, Mr. Ryan held various positions in the financial services industry for eight years. Mr. Ryan earned a Bachelor of Science degree in Finance from the University of South Florida in 2002.
