Katie Noyes serves as the FBI’s Chief Artificial Intelligence Officer (CAIO), responsible for leading the organization’s AI strategy, mission alignment, and governance within the Office of the Chief Information Officer.
She previously served as a Section Chief and the organization’s lead on next generation technologies and lawful access challenges and as the Senior Technology Advisor for Technology Policy, charged with leading the FBI’s 5G/information and communications technologies and services and internet governance and technology standards development work.
From 2011 to 2019, she served multiple roles, to include as the head of the Terrorist Screening Center’s Policy Office and International Engagement Program. Ms. Noyes started with the FBI in August 2007, serving as the first Intelligence Program Coordinator in the San Diego Field Office. Prior to joining the FBI, Ms. Noyes served as an Intelligence Subject Matter Expert with the Navy’s Space and Naval Warfare Systems Center, assisting leadership, software developers, data scientists, and mathematicians with developing a capability to narrow the search space for high value targets. She has served over 25 years in the Intelligence Community, starting as an Army Military Intelligence Officer serving tours in South Korea and Iraq, and later in counterintelligence with the Defense Intelligence Agency and DoD Counterintelligence Field Activity.
Ms. Noyes has a bachelor’s degree from Boston University, a master's degree in National Security Studies and Resource Planning from the National Defense University Eisenhower School and an Executive Chief Information Security Officer Certificate from Carnegie Mellon University.
