Perry Tarrant has been the Director of the Office of Law Enforcement Engagement & Integration, in the Office of the FEMA Administrator since November 2023. The office provides linkage between FEMA and law enforcement during disasters. Its mission also includes facilitating consequence management preparedness training knowledge for law enforcement and security/protection professionals. He provides insights for securing significant events.
Director Tarrant has more than three and a half decades of law enforcement experience. He has developed, researched, and implemented technologies across operational law enforcement functions from patrol, investigations, special operations, aviation, and other aspects of policing such as firearm systems. Likewise, he has been at the forefront of developing technology policies such as body worn cameras, UAS (drones), and digital evidence. He has earned recognition in the law enforcement industry as an expert.
Mr. Tarrant is a past president of a major national law enforcement executives’ professional association and currently chairs its Emerging Technologies Committee. The law enforcement public-private group leverages different perspectives on technology’s applicability for civilian policing. His expertise is informed by practical experience and academics.
Mr. Tarrant is accomplished in public-private collaboration having co-chaired a national multi-discipline countering UAS working group tasked with evaluating UAS impact in emergency management operations. Additionally, he co-founded a metropolitan public-private safety council, comprised of the area’s large employers, federal, state and local law enforcement.
Director Tarrant has been a municipal emergency manager in cooperation aligned with state authorities. He has multiple assignments as incident commander and is nationally certified. He is a National Incident Management Systems instructor and has been adjunct university faculty.
Director Tarrant holds a Master’s Degree in Public Administration (Leadership) from Northern Arizona University, Bachelor of Arts in Political Science (Counterterrorism) from The University of Arizona, and a Criminal Justice Graduate Studies Certificate from the University of Virginia. He also holds emergency management certificates.
