Vashon Citizen is the chief of the Digital Services Division within the Office of Citizenship and Applicant
Information Services (CAIS) at U.S. Citizenship and Immigration Service (USCIS). Vashon manages and
provides strategic direction for the USCIS website, online filing, and self-help tools, as well as supports
the agency’s priority of moving from a paper-based to a digital environment.
Vashon began her career at USCIS in 2011 in the Office of the Chief Financial Officer with a focus on
organizational performance management. In 2014, Vashon joined what is now CAIS, supporting several
aspects of the office over the years. Prior to joining the Digital Services Division, Vashon was the chief of
the Contact Center Solutions Branch within the Public Services Division. In this role, she managed the
technology for the USCIS Contact Center and led the implementation of state-of-the-art capabilities.
Before joining USCIS, Vashon worked for the Department of Defense, Business Transformation Agency,
leading several operational and performance initiatives. Prior to federal service, she had an extensive
private sector career leading information technology and management consulting engagements for
federal and state government clients.
Vashon earned both her Master of Business Administration and undergraduate degree from the
University of Virginia
