Ms. Tia N. Butler is the Chief Human Capital Officer for the Centers for Medicare and Medicaid Services (CMS). She is responsible for providing strategic, customer-centric Human Capital services across CMS to foster a positive and inclusive workforce capable of transforming America’s healthcare system. Since arriving in April 2020 to CMS, Ms. Butler’s been instrumental in the development of the CMS Diversity, Equity & Inclusion Strategic Plan; planning for the Future of Work at CMS; and the creation of the Enterprise Workforce Investment Council, which ensures the allocation and utilization of personnel resources align with agency strategic priorities.

Prior to joining CMS, Ms. Butler served as the Deputy Associate Director for Retirement Services (DC) at the U.S. Office of Personnel Management. There, Ms. Butler was responsible for directing the adjudication of specialty retirement claims, administering the annual health benefits Open Season for annuitants, developing retirement policy and legislation, and leading programs to educate benefits officers government-wide about retirement.

Prior to joining OPM, Ms. Butler was the Executive Director of the Corporate Senior Executive Management Office at the Department of Veterans Affairs (VA). She served as the principal advisor to the VA Chief of Staff and Assistant Secretary, Human Resources & Administration regarding enterprise executive management and was appointed by the VA to the White House Advisory Group on SES Reform. Ms. Butler began her career in public service with the Department of the Navy and has also worked as a Human Capital and Management Consultant.

Ms. Butler has a BA in Anthropology from the University of Virginia and a MA in Education and Human Development, with a concentration in Human & Organizational Learning from the George Washington University.
