David Norley is the program manager for the Joint Operational Medicine Information Systems
(JOMIS) program office. He directs the acquisition, development and deployment of MHS
GENESIS-Theater and other integrated operational medicine information systems to the deployed
community. He also oversees the sustainment and development of existing products in the Theater
Medical Information Program-Joint portfolio.
PROFESSIONAL BACKGROUND
Mr. Norley was previously the director of communications for the Program Executive Office,
Defense Healthcare Management Systems, where he served as the program’s key advisor for
congressional affairs, acquisition and media relations. Prior to that, he worked with leaders in the
Pentagon and Congress, advising on defense policy, defense appropriations, acquisition governance
and national security policy. He has a strong record of achievement and expertise in areas of
strategic, operational and long-term planning; program management; and policy and program
development. He is a decorated Naval Flight Officer, completing over 150 combat flight missions
in Afghanistan, Iraq, Bosnia and Herzegovina, logging over 3,000 flight hours during his 20+ years
in the U.S. Navy.
EDUCATION
Mr. Norley obtained a B.A. in International Studies from the University of South Carolina and
an Executive Master of Business Administration from the Naval Post Graduate School. He holds
Acquisition Level III certifications in Program Management and Life Cycle Logistics from the
Defense Acquisition University. His decorations include the Meritorious Service Medal, five Strike
Flight Air Medals, the Navy Commendation Medal with Combat V, two Navy Commendation
Medals and the Navy Achievement Medal.
