RDML Tracy Farrill currently serves as the Deputy to the Assistant Director Health Care Administration (ADHCA) and Defense Health Agency (DHA) Functional Champion for the Military Health System’s electronic health record, MHS GENESIS and Digital Portfolio.

As the Deputy Director to ADHCA, she provides leadership support to the Assistant Director in the administration and management of health care delivery across all DoD hospitals and clinics, and the sustainment of the medical readiness of the armed forces and the readiness of the medical force
within a unified Military Health System (MHS). As the Functional Champion, RDML Farrill aligns the goals of DHA leadership, related vendors, IT teams, acquisition professionals, and care delivery teams, as they relate to the optimization, improvement, and functionality of MHS GENESIS. From workflow standardization to end user training, she coordinates with DHA leaders to execute all aspects of MHS GENESIS activities as well as the DHA Digital Portfolio.

RDML Farrill also engages with the Federal Electronic Health Record Modernization office, which, in turn, unites Federal electronic health record deployment efforts with the Department of Defense, Department of Veterans Affairs, Department of Homeland Security’s U.S. Coast Guard, Department of Commerce's National Oceanic and Atmospheric Administration, and other Federal agencies.

Prior to her role as Deputy Director, ADHCA and Functional Champion, RDML Farrill served as
the Interim Director, Defense Health Network Continental, for the DHA, where she oversaw all
executive management, clinical operations, business operations, and strategy for 26 military
hospitals and clinics across the United States and was responsible for a budget of $1.1 billion. She
has also served as Deputy Director of the Small Market and Stand-Alone Organization for DHA,
overseeing all executive management, clinical operations, business operations, and strategy for 17
small markets and 40 stand-alone hospitals and clinics across the United States, accounting for
more than one quarter of the health care encounters within the Military Health System’s direct-
care system. Additionally, RDML Farrill served as DHA Transition Director in support of the
NDAA 2017.

RDML Tracy Farrill graduated magna cum laude from the Oklahoma University Health Science
Center, College of Pharmacy with a bachelor’s degree in pharmacy as well as a Doctorate Degree,
and is board certified in Pharmacotherapy and Public Health. RDML Farrill is a mother of two
daughters, Heather and Michaela, and is the proud grandmother of two granddaughters.
