Mr. Avery Muse, Sr., is the founder and CEO of The Muse Group and a former member of the Senior Executive
Service (SES). In his last government position, he served as the Executive Director for the Office of IT Operations at the Department of Health and Human Services (HHS). During his tenure, he introduced the Total Experience (TX) framework, significantly enhancing customer, employee, user, and omnichannel experiences, and established HHS as a leader in government TX innovation. Avery spearheaded federation efforts within HHS's $8.9 billion IT ecosystem, which boosted collaboration and productivity. His cybersecurity initiatives achieved a

Before his role at HHS, Mr. Muse held key positions in prominent government agencies. As the Deputy Chief Information Officer (DCIO) at the United States Capitol Police (USCP), he led the modernization of IT services and played a crucial role in addressing capability gaps. Previously,
as the Chief of Service Delivery for the United States Marshals Service (USMS), he successfully implemented cloud-based enterprise services, optimized networks, and introduced industry leading IT service management processes.
Mr. Muse's expertise also extends to international environments. As the Defense Information Systems Agency (DISA) Europe's Plans and Programs Division Chief, he oversaw critical activities related to planning, system engineering, and program development for Command, Control, Communications, and Computer/Cyber (C4) systems and IT infrastructure in the European theater. His contributions to multinational information sharing and interoperability were vital as a member of the U.S. delegation to the NATO Consultation, Command and Control Board (C3B).
During his tenure at DISA headquarters, Mr. Muse led efforts to institutionalize and standardize an operational framework for the agency's multi-billion-dollar global enterprise. Mr. Muse also served in the U.S. Navy as a Communications Specialist.
