Chris Martin serves as Director of the Financial Management Systems Group within CMS's Office of Financial Management, a position he has held since 2014, overseeing CMS’s mission-critical financial and budget systems, accounting for over $1.7 trillion annually. He is recognized as the national expert on the Healthcare Integrated General Ledger Accounting System (HIGLAS), CMS's financial system of record, designated as a High Value Asset by the Department of Homeland Security. Mr. Martin leads five critical divisions focused on Financial Applications, Program Support, Technical Operations, Program and Data Management, and System Security, fostering a culture of teamwork and continuous innovation among his federal workforce. Prior to CMS, he served as Director at the Department of Health and Human Services (DHHS) within the Office of the Chief Information Officer, overseeing the operations and management of DHHS's enterprise financial, acquisition, and human resource systems. Prior to joining the federal government, he was in the private sector consulting for over 15 years, implementing and maintaining financial and human resource systems for several government agencies, including the Federal Aviation Administration and the Administrative Office of the US Courts. His leadership has delivered landmark accomplishments that provide lasting value to CMS and the federal government, including establishing unprecedented disaster recovery solutions and enabling informed decision-making through high-quality, cost-effective technical solutions.
