John Fedkenheuer is the Deputy Director of the Acquisition Support Team (AST) in the Department of Veterans Affairs' Office of Small & Disadvantaged Business Utilization. In his position, he is tasked with enhancing the acquisition process by assisting program offices with market research and small business policy guidance. He leads and participates as a voting member of Integrated Project/Product Teams, serves on Source Selection Evaluation Boards, and provides training to acquisition and program office personnel on small business regulations and the verification process in accordance with 38 U.S.C. 8127 and 8128.
Before joining AST, Mr. Fedkenheuer served as Deputy Director of the Program Support Team and provided vital support to VA contracting offices by reviewing procurements. He became part of the VA in April 2010 as a Small Business Specialist on the Prime Contract Team and was also the Subcontracting Program Administrator for the VA. Additionally, he serves as the liaison to the SBA Office of the National Ombudsman, is a member of the VAAR/VAAM Integrated Project Team responsible for rewriting the VA Acquisition Regulation (VAAR) and establishing the VA Acquisition Manual (VAAM), and represents the Office of Small & Disadvantaged Business Utilization (OSDBU) on the Clinically Driven Strategic Sourcing (CDSS) task force.
Before his appointment with the VA, Mr. Fedkenheuer worked with the Small Business Administration as a Business Opportunity Specialist in the 8(a) Program, served as the Deputy HUBZone Liaison for the State of Virginia, and managed a portfolio of over 100 8(a) firms, helping them secure more than $2 billion in 8(a) contracts. He was also a program manager for the DLA Procurement Technical Assistance Center Program in New Jersey and Virginia.
Prior to his civilian government service, he served as an Air Force officer in Missile Launch Operations, led a Special Tactics team, and worked as a staff officer in NATO Tactical Air Command and Control.
Mr. Fedkenheuer holds a Bachelor of Arts in Government from Norwich University, the Military College of Vermont, a Master of Public Administration (MPA) in Public Policy from Troy University, and a Master of Science in Acquisition and Contract Management from Florida Tech. He is a graduate of the American University Key Executive Leadership Program and holds certifications as a Contracting Officer Representative (COR) Level II and FAC P/PM Level II.
