Ryan Cool serves as the future requirements and emerging technology lead for the Joint Operational Medicine Information Systems program management office. In this role, he manages the research and analysis of potential information technology solutions to support JOMIS’ future operational medicine capabilities. He continuously refines organizational strategy to align product development to meet stakeholder priorities and end user needs. Mr. Cool is a passionate public servant, embracing the JOMIS mission to provide interoperable medical information technology capabilities across the full range of military operations.
Mr. Cool has more than 20 years of experience supporting the Military Health System as both a federal civilian and contractor. He began his career with the MHS as a fiscal operations analyst and contract administrator in support of the Clinical Information Technology Program Office, TRICARE Management Activity, Office of the Assistant Secretary of Defense (Health Affairs).
He then worked for Defense Health Information Management System as the deputy director, system sustainment branch, where he was responsible for strategic planning and directing operations for health care IT systems and projects. As a senior congressional affairs liaison, Mr. Cool supported congressional and audit functions for the Department of Defense/Department of Veterans Affairs Interagency Program Office, supporting the integrated electronic health record effort. Mr. Cool served as a program manager and account manager during his tenure with Northrop Grumman Information Systems where he supported various military health and VA program areas. He also worked as a portfolio manager for the MITRE Corporation providing technical direction to the JOMIS Health Care Delivery Increment 1 product line.
From 2016-2020, Mr. Cool served as a town councilman and vice mayor of Purcellville, VA, representing the voices of his neighbors in shaping sound public policy.
Mr. Cool earned a Bachelor of Arts degree from the State University of New York at Potsdam and a Master of Arts degree in Public Policy from the Nelson A. Rockefeller College of Public Affairs and Policy at the University at Albany, SUNY. He is a Project Management Institute certified Project Management Professional.
