Joe currently serves as the Deputy Chief Financial Officer at the Health Resources and Services
Administration (HRSA), an operating division within the U.S. Department of Health and Human
Services. Previously holding positions as Chief Information Officer (CIO) and Deputy CIO at the
HHS Office of the Inspector General and HRSA, Joe oversees the Agency’s financial management
oversight functions such as internal controls, program integrity, and enterprise risk
management. He leads a forward-thinking technology team focused on managing AI, machine
learning, and intelligent automation initiatives, including agency-wide financial data
warehousing, robotic process automation, and innovative AI solutions to enhance and
accelerate financial management operations.
