Mr. David Hammer is the acting Deputy Program Executive Director for the VA Office of Enterprise Supply Chain Modernization (ESCM). In this role, Mr. Hammer oversees the VA’s logistics modernization strategy and programs. Programs include the national deployment of a major information system supporting VHA, VBA, and NCA integrating Healthcare Environment and Facilities Programs, Procurement and Logistics, Healthcare Technology Management and Supply Chain Data Strategy.
Mr. Hammer is a retired U.S. Army Colonel with over 30 years of executive healthcare leadership with Command, Operational Planning, Program Management, Project Management, Risk Management, Supply Chain Management, Information Management and Medical Logistics Systems experience.
Mr. Hammer is a native of Shakopee, Minnesota and holds a Master of Business Administration from Webster University and a Bachelor of Science from Iowa State University. Mr. Hammer is a Veteran of the Global War on Terrorism with several awards to his credit including the Legion of Merit, and the Defense Superior Service Medal. He is a member of the Order of Military Medical Merit (Medical Service Corps), the Order of the Green Dragon (Chemical Corps), the Army Acquisition Corps, and is level III DAWIA certified as a Program Manager, Life-Cycle Logistician, and a Science and Technology Manager.
