Mr. Goulding is currently the Director of Cyber Operations supporting the National Nuclear Security Administration (NNSA), Office of the Chief Information Officer tasked to achieve the integrated application of NNSA or U.S. Government cyberspace capabilities and processes to synchronize in real-time the ability to detect, analyze, and mitigate threats and vulnerabilities; and outmaneuver adversaries in order to defend critical networks, protect critical mission functions, and information sharing with key U.S. and allied mission partners.
Mr. Goulding has been working in the Information Technology (IT), Information Assurance and Cybersecurity profession for more than 29 years. This time covers active-duty military supporting the US Navy and Federal Service.

Prior to the NNSA, Mr. Goulding was the Chief Information Security Officer (CISO) for the US International Development Finance Corporation (DFC). Prior to this position, he was an IT Program Manager for the US Navy supporting the IT operations of the Navy Operations Center within the National Military Command Center (NMCC) and supporting the Continuity of Operations (COOP) and Continuity of Government (COG) programs for the OPNAV staff in the Pentagon.

Mr. Goulding specializes in Cybersecurity and Policy and Planning and was awarded the Superior Civilian Service Award from the Department of the Navy, 1/24/19 and the 2024 Association for Federal Information Resources Management (AFIRM) Cyber Defender, Leadership in Cyber Innovation Award (6/13/24). He has a master’s degree from Boston University in Project Management and is a Certified Information Systems Security Professional.
