Luis Betancourt is a dedicated public servant with over 15 years of experience regulating the safe use of commercial nuclear power at the U.S. Nuclear Regulatory Commission (NRC). Currently serving as Chief of the Accident Analysis Branch, he leads a diverse research portfolio supporting regulatory decision-making in artificial intelligence (AI), space nuclear, and consequence analysis. In this role, he and his team spearheaded the first NRC Artificial Intelligence Strategic Plan, opening the pathway for the safe use of new technologies. Previously, Mr. Betancourt served as a technical advisor to the Office of Nuclear Reactor Regulation, advising the Executive Team on various licensing and oversight activities of the nation's 93 commercial nuclear power plants and 31 research and test reactors. He has also served as a technical assistant, technical reviewer, a new reactors project manager and has provided strategic advice and guidance to senior executives. Mr. Betancourt holds an electrical engineering degree from the University of Puerto Rico and an AI leadership certificate from MIT; he's a registered Professional Engineer in Maryland and a 2021 NRC Meritorious Service Award recipient.
